n France, by decree of 19 December 1958 relating to the fitting out of motor vehicles (Title 1, external fitting out of motor vehicles, Article 5), all commercial vehicles under 1.90m had to have protective caps for the fixing of rear-view mirrors:
“Exterior rear-view mirrors, their supports and their fixing devices must not have any points, sharp edges, sharp edges, or more generally any dangerous shapes towards the front.”
The text is still in force… 🙂
